RFP: Bank of America Building

MWCLT Staff conducted a Request for Proposals (RFP) based on the priorities of the community, as discovered in Storefront for Community Design's community engagement report. We received two responses to this RFP.

Here are some key takeaways from the RFP:

  • The building only will be sold to the successful applicant(s); MWCLT will retain ownership of the lot in perpetuity. 

    • This arrangement will reduce the annual property taxes for the applicant and ensure that the building’s use will remain in alignment with community priorities. 

  • There is a 12-space parking lot which will be leased to the successful applicant on an annual basis.

  • Applicants are strongly encouraged to tailor their proposals to address the following 5 uses, identified by residents of Northside as top priorities: 

    • Grocery / Farmer’s Market 

    • Restaurant Business 

    • Coffee Shop / Cafe / Bakery 

    • Community Center Business 

    • Doctor’s Office / Preventative Health Business 

  • The building is assessed at $212,000 and applicants are encouraged to bid competitively.

Timeline of important dates:

  • 6/4/2021: RFP announcement

  • 6/15/2021: Virtual information session for potential applicants (registration at bottom of page)

  • 6/19/2021: Summary of information session published

  • 8/25/2021: Respondents present at virtual public Citizens Advisory Panel meeting

  • 9/8/2021: Responses Due (extended from original date of 8/2)

  • 11/3/2021: Citizens Advisory Panel recommends end user at virtual public meeting

  • 11/15/2021: Board of Directors votes on CAP recommendation; if approved, development agreement to be signed

Holistic primary, preventative care, and pharmacy services for community members, regardless of ability to pay. Proposed by HandUp Community Resource Center.
