Brookland Park Boulevard • Six Points • Highland Park

In 2019, the MWCLT Richmond Land Bank received its first donated property: a former Bank of America branch building and its attached parking lot on East Brookland Park Boulevard. We contracted with Storefront for Community Design at Six Points Innovation Center (6PIC) to engage the Highland Park community around what they want to see in this space. Storefront conducted community meetings and surveys to find out what community members' priorities are, and provided suggestions for future engagement and development of the property.​

MWCLT Staff have prepared a draft Request for Proposals (RFP) that includes these community priorities.

We are now gathering comments on the draft and will present it at a public Citizens Advisory Panel meeting on May 5th, 2021, which will have dedicated time for live public comment from participants. Click here to learn more and register. Here are some key takeaways from the RFP:

  • The building only will be sold to the successful applicant(s); MWCLT will retain ownership of the lot in perpetuity. 

    • This arrangement will reduce the annual property taxes for the applicant and ensure that the building’s use will remain in alignment with community priorities. 

  • There is a 20 space parking lot which will be leased to the successful applicant on an annual basis.

  • Applicants are strongly encouraged to tailor their proposals to address the following 5 uses, identified by residents of Northside as top priorities: 

    • Grocery / Farmer’s Market 

    • Restaurant Business 

    • Coffee Shop / Cafe / Bakery 

    • Community Center Business 

    • Doctor’s Office / Preventative Health Business 

  • The building is assessed at $212,000 and applicants are encouraged to bid competitively.

  • MWCLT will hold an information session on 6/10/21 for all prospective applicants; any questions answered during this session will be made public. 

  • Applications are due 8/10/21.

  • Applicants are required to attend a meeting of the Richmond Land Bank’s Citizens Advisory Panel on 8/28/21, during which they will be invited to present their proposals publicly.
